VIRGIL C. SUMMER NUCLEAR STATION (VCSNS) UNIT 1 DOCKET NO. 50-395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR) 2012-002 South Carolina Electric & Gas Company, acting for itself and as agent for South Carolina Public Service Authority, hereby submits this Special Report pursuant to the requirements of Technical Specifications 3.3.3.4 and 6.9.2. This report addresses one or more required meteorological monitoring channels being inoperable for more than seven (7) days.

On November 12, 2012, at 1200 hours0.0139 days <br />0.333 hours <br />0.00198 weeks <br />4.566e-4 months <br />, the Meteorological Instrumentation channels related to wind direction were declared inoperable when it was noted that the display reading on the recently modified Integrated Plant Computer System (IPCS) was showing suspect information for computer points M9200A15 (10 meter), M9200B15 (10 meter), M9202A15 (61 meter), and M9202B15 (61 meter). The cause of the suspect data was attributed to the wind direction calculation methodology. The calculation was displaying data from a specific time range instead of a rolling average.

On November 20, 2012, the wind direction calculation methodology was changed to a rolling average to correct the data display. The IPCS Meteorological Instrumentation display was tested satisfactorily on November 20, 2012, and was declared operable on November 27, 2012.
