ACCESS TO PROTECTED AREA BY AN INDIVIDUAL WITH EXPIRED TRAINING Attached is Licensee Event Report (LER) No. 2003-S02-00, for the Virgil C. Summer Nuclear Station (VCSNS). The report describes an event in which an individual gained access to the protected area after their access authorization had been removed due to the individual's training requirements being expired. This report is being submitted in accordance with 10 CFR 73.71, Appendix G(3)(b).

This report is being made pursuant to the requirements of IOCFR73.71, Appendix G(3)(b).

On August 22, 2003, during a review of Security records, it was discovered that on May 28, 2003, a badged individual had not successfully completed the necessary retraining for unescorted access. The access authorization for the protected area was removed when the individual's training expired. Access authorization was subsequently restored prior to completion of training. The individual visits the plant infrequently and was not aware that his training had expired. VCSNS believes that the event occurred unintentionally.

This event was due to an oversight by access control personnel. Access control personnel authorized the change in badge status without confirming that all requirements for access had been met. Upon the discovery, the individual completed the training and his access was granted. The individual did not enter any vital areas of the plant during this time however he did enter the protected area.

PLANT IDENTIFICATION Westinghouse - Pressurized Water Reactor EQUIPMENT IDENTIFICATION N/A IDENTIFICATION OF EVENT On August 22, 2003, during a review of Security records, it was discovered that on May 28, 2003, a badged individual had not successfully completed the necessary retraining for unescorted access.

The access authorization for the protected area was removed when the individual's training expired.

Access authorization was subsequently restored prior to completion of training. The individual visits the plant infrequently and was not aware that his training had expired. VCSNS believes that the event occurred unintentionally.

This event was due to an oversight by access control personnel. Access control personnel authorized the change in badge status without confirming that all requirements for access had been met. VCSNS believes that this event occurred unintentionally. This event was documented in Condition Evaluation Report (CER) 03-2654.

CONDITIONS PRIOR TO EVENT Mode 1, 100% power DESCRIPTION OF EVENT On August 22, 2003 during a review of Security records, it was determined that on May 28, 2003 a badged individual had not successfully completed the necessary retraining for unescorted access.

When the individual's training expired, the access authorization for the protected area was removed.

Access authorization was subsequently restored prior to completion of the required training.

CAUSE OF EVENT This event was due to an oversight by access control personnel. Access control personnel authorized the change in badge status without confirming that all requirements for access had been met ANALYSIS OF EVENT During the investigation of the event it was determined that the individual did enter the protected area but did not enter any vital areas. Upon the discovery, the individual completed the training and his access was granted.

CORRECTIVE ACTIONS A review was conducted of all Unescorted Access Change Forms generated to reinstate access for the period of 12/23/02-09/03/03. No discrepancies were discovered during the review.

Revisions will be made to the Security Plan Procedure to formalize process for reinstatement of security badge. This will be completed by 12/31/03.
