DIABLO CANYON POWER PLANT, UNITS 1 AND 2 - NRC SECURITY INSPECTION REPORT 05000275/2018404, 05000323/2018404 AND INVESTIGATION REPORT 4-2017-009

Dear Mr. Welsch:

This letter refers to the inspection conducted on August 16, 2018, the U.S. Nuclear Regulatory Commission (NRC) at Diablo Canyon Power Plant, Units 1 and 2. This letter also documents the results of an NRC investigation conducted from November 18, 2016, to January 18, 2018, at Diablo Canyon Power Plant Units 1 and 2. The purpose of the investigation was to determine if willful Security-Related violations of NRC requirements occurred at the station. On August 16, 2018, the NRC inspectors discussed the results of this inspection with Ms. P. Gerten, Station Director, and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspectors documented one finding of very low security significance (Green) in this report. This finding involved a violation of NRC requirements. The NRC is treating this violation as a non-cited violation (NCV) consistent with section 2.3.2.a of the Enforcement Policy.

Further, inspectors documented two licensee-identified violations in this report, of which one was determined to be of very low security significance, and the other was determined to be Severity Level IV. The NRC is treating these violations as non-cited violations (NCVs)
