Tennessee Valley Authority - Radiological Emergency Plan and Central Emergency Control Center Emergency Plan Implementing Procedure Revisions In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP). The affected documents are the Central Emergency Control Center (CECC) Emergency Plan Implementing Procedures (EPIP) listed below.

U.S. Nuclear Regulatory Commission CNL-22-031 Page 2 March 22, 2022 Description of Changes and Summary of Analysis CECC EPIP-1 TVA revised this EPIP as follows:

Various locations throughout Updated the procedure to implement the Vaporstream electronic notification system as the primary state notification method. Previous methods (phone/fax) were kept as backup, where applicable. Steps were renumbered accordingly, but no revision bars were used to avoid clutter.

Appendix B, CECC Director/Assistant Director Responsibilities for CECC Activation and Operation Removed portion of item 11 on monitoring Technical Support Center or alternate facility briefings via telephone so that Webex can be used. Added item 13 to the CECC Directors responsibilities concerning the timeliness and accuracy of notifications and protective action recommendations (PARs). Added item 14 to approve press releases and talking points.

Appendices E (Alert), F (Site Area Emergency), and G (General Emergency)

Added Notes at the beginning of each appendix concerning timeliness of notifications, filling out applicable forms, and obtaining repeat backs. Removed actions to approve news releases at emergency classification change; this is an ongoing activity rather than just at classification level changes.

Appendix G, CECC Director/Assistant Director Responsibilities for General Emergency Added three new items concerning determination if a rapidly progressing severe accident exists, ensuring the correct wind direction is used, and actions when the States protective actions differ from TVAs PARs.

Appendix K, State Update Form Revised to streamline the radiological release information. This change aligns with the format used at all three sites.

CECC EPIP-2 TVA revised this EPIP as follows:

Section 3.1, Notification of Unusual Event CECC - Notifications Updated instruction to remove verifying the fax. Fax has been replaced by Vaporstream electronic notification system.

The above changes were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f). TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
