UNITED NUCLEAR REGULATORY WASHINGTON, D.C. 20555-0001 December 4, 2008 Mr. William R. Campbell, Jr. Chief Nuclear Officer and Executive Vice President Tennessee Valley Authority 6A Lookout Place 1101 Market Street Chattanooga, TN 37402-2801 SUB..SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 -ACCEPTANCE REVIEW OF LICENSE AMENDMENT REQUEST REGARDING REMOVAL OF MAIN STEAM LINE ISOLATION VALVE CLOSURE TIMES (TAC NOS. ME0006 AND ME0007)

Dear Mr. Campbell:

By letter dated October 23,2008, Tennessee Valley Authority (TVA) submitted a license amendment request for Sequoyah Nuclear Plant, Units 1 and 2. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications.

Section 50.34 of 10 CFR addresses the content of technical information required.

This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

The proposed amendment is a partial adoption of Technical Specification (TS) Task Force Change Traveler No. 491 (TSTF-491), Revision 2, "Removal of Main Steam and Feedwater Valve Isolation Times." The availability of this TS improvement was announced in the Federal Register on December 9, 2006, as part of the consolidated line item improvement process (CLlIP). The proposed amendment deviates from TSTF-491 in that it only adopts the changes regarding the main steam isolation valves. TVA has determined that the changes regarding the main feedwater valves are not applicable to the SQN TSs. The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review, and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment.

Although your application was submitted as a CLlIP item, it will be processed as a routine license amendment request due to the differences between your application and the W. Campbell -2 approved TSTF traveler, TSTF-491, Revision 2. If additional information is needed for the to complete its technical review, you will be advised by separate If you have any questions, please contact me at (301)
