REPORTABLE DEFICIENCY AND CORRECTIVE ACTION WPPSS NUCLEAR PROJECT NO.2 ROUTING OF CLASS IE CABLES IN A SEISMIC II AREA WASHINGTON PUBLIC POWER SUPPLY SYSTEM ,DOCKET NO.50-397 LICENSE NO.CPPR-93 A I IN'HMhN l G02-79-17 January 17, 1979 DESCRIPTION OF DEFICIENCY Certain class IE cables and cable trays enter a portion of the Radwaste Building designated Seismic II.There are two RCC (Reactor Closed Cooling)System pipes routed above the trays.SAFETY IMPLICATION Evaluation of the RCC hangers indicated they would be overloaded in the event of an SSE.It was then concluded that the RCC lines could con-ceivably cause failure of the class IE safety related cables.CORRECTIVE ACTION The structural adequacy of the Seismic II portion of the Radwaste Building was evaluated and found capable of withstanding Seismic I loadings.The support of the RCC pipes in the area of concern will be modified to meet Seismic I design criteria.Additional review of areas designated Seismic Class II is being performed to assure this specific problem was not repeated elsewhere.

A supplement to this report will be submitted should others be identified as a result of this continuing review.
