-10CFR50.55 e I In accordance with the provisions of 10CFR50.55(e), your staff was informed by telephone on November 14, 1980 of a reportable deficiency relative to the non-seismic Class I construction and installation of the Control Room cabinet housing the driving electronics for the Digital Electro-Hydraulic (DEH)turbine generator controls supplied by Westinghouse.

Attached is our interim report on this deficiency.

A final reoort will be forwarded when suitable corrective actions have been identified.

PASHINGTON PUBLIC POl'!ER SUPPLY SYSTEM DOCVET NO.50-397 LICFNSF.NO.CPPR-93 REPORTABLE DEFICIENCY AND CORRECTIVE ACTION PPSS NUCLFAR PROilECT NO.2 NON-SEISMIC CLASS 1 DEH CABINFT Descri tinn of Deficienc The llestinghouse Digital Electro-Hydraulic (DEH).cabinets housing the f1ain Turbine Generator control electronics have'not been manufactured and installed to Seismic Class 1 requirements."This is in violation of the requirements of Regu'latory Guide;-1.29.'afet Im lications During a seismic event the non-seismic design of the DEH cabinet could-result in cabinet structure or mount failure.Failure could cause damage to safety-related equipment located in the Reactor Controls Bench Board mounted directly in front of the DEH cabinet.Damage to tie safety-related equipment could result in the loss of ability to safely shutdown the plant.In addition, DEH cabinet failure may do bodily harm to Control Poom personnel who may be in the immediate area.Corrective Action Studies are in process to determine a suitable method of restraining
