SUMMARY OF MARCH 27, 2017, CLOSED MEETING WITH FIRSTENERGY NUCLEAR OPERATING COMPANY REGARDING CHANGES TO THE DAVIS-BESSE NUCLEAR POWER STATION, UNIT NO. 1, SECURITY PLAN On March 27, 2017, a closed meeting was held between U.S. Nuclear Regulatory Commission (NRC) staff and representatives of FirstEnergy Nuclear Operating Company (FENOC, the licensee) via teleconference. The purpose of the meeting was to discuss changes included in Revision 19 to the Davis-Besse Nuclear Power Station, Unit No. 1, security plan submitted by letter dated September 28, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 16281A489). The meeting notice is available in ADAMS at Accession No. ML 17069A137, and a list of attendees is enclosed. No decisions were made at this meeting. The NRC staff noted that the licensee provided a detailed description of its early warning system, but the staff had a few questions about certain items which were not described. The staff also noted that the use of early warning systems at nuclear power plants had been discussed at a closed meeting with industry on August 31, 2016, and a related summary of questions and answers was developed (ADAMS Package Accession No. ML 16293A229). In addition, the staff also had questions regarding changes to the security force numbers. FENOC addressed the NRC staff's questions, but was unable to provide a detailed response over an unsecure telephone connection.
