ME9845 AND ME9846) Dear Mr. Rausch: By letter dated October 25, 2012, as supplemented by letter dated November 16, 2012,1 PPL Susquehanna, LLC, (PPL) submitted an exemption request from the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Appendix E,Section IV.F.2.b. for Susquehanna Steam Electric Station, Units 1 and 2 (SSES 1 and 2). Specifically, PPL requested postponement of the evaluation of the onsite elements of the SSES 1 and 2 biennial Emergency Preparedness exercise from October 23,2012, to February 26,2013. To complete its review, the Nuclear Regulatory Commission staff requests responses to the enclosed questions. The draft questions were sent to Mr. John Tripoli, of your staff, to ensure that the questions were understandable, the regulatory basis for the questions was clear, and to determine if the information was previously docketed. Specifically, PPL requested postponement of the evaluation of the onsite elements of the SSES's Biennial Emergency Preparedness Exercise from October 23, 2012, to February 26, 2013. The following requests for additional information (RAls) are provided to facilitate the technical review being conducted by the Division of Preparedness and Response, Operating Reactor licensing and Outreach Branch staff. RAI Section IV.F.2.b of 10 CFR Part 50, Appendix E, requires licensees at each site to conduct a biennial exercise of their onsite emergency plans. Please specifically discuss why the onsite portion of the biennial exercise could not be conducted prior to the end of the year (e.g., exercise scenario is compromised and a new scenario will need to be developed and submitted to the NRC, simulator unavailability to support development and validation of changes to scenario due to required Operator examinations through the end of the year, etc). RAI PPL stated that the offsite portion of the biennial exercise was successfully performed on October 23, 2012. Please describe what licensee support contributed to this exercise (e.g., address whether a validated exercise scenario with expected emergency action level classifications and protective action recommendations was provided to offsite authorities, what licensee emergency response organization positions were simulated, what licensee support was provided at the emergency operations center, etc). 1 Agencywide Documents Access and Management System Accession Nos. Please describe what increased risk to public health and safety is incurred by performing the biennial exercise in the remaining CY 2012, as opposed to the risk to public health and safety of the exercise, if rescheduled to February 2013. Please provide additional information for Tables 1 and 3 of your exemption request to include further discussion relative to whether these drills tested the integrated capability and major functions of the emergency plan. Additionally, please address what offsite agencies participated in the drills provided in Table 1.
