SUSQUEHANNA STEAM ELECTRIC STATION, UNIT 2 - CORRECTION TO TECHNICAL SPECIFICATIONS PAGE 3.3-73 IN AMENDMENT NO. 265 (EPID L-2019-PMP-0064)

Dear Mr. Casulli:

On July 10, 2023, while the U.S. Nuclear Regulatory Commissions (NRC) licensing project manager was visiting the Susquehanna Steam Electric Station (Susquehanna), your staff informed the NRCs project manager of a typographical error in the technical specifications (TS) for the Susquehanna, Unit 2. The error was introduced inadvertently as part of Amendment No. 265 for Unit 2, dated August 30, 2022 (Agencywide Documents Access and Management System Accession (ADAMS) No. ML22200A062). The NRC staff is issuing this letter to correct the error per the guidance in the NRC memorandum dated January 16, 1997 (ML103260096),

which is derived from the staff requirements memorandum (ML003754054) for SECY-96-238 (not publicly available).

By letter dated April 8, 2021 (ML21098A206), as supplemented by letters dated March 8, 2022 (ML22067A171), and June 27, 2022 (ML22178A050), Susquehanna Nuclear, LLC, (the licensee) requested a license amendment for Susquehanna Steam Electric Station, Units 1 and 2. The licensee proposed changes to various technical specifications to allow the use of risk-informed completion times (RICTs). The licensee proposed the changes in accordance with the Technical Specifications Task Force (TSTF) traveler TSTF-505, revision 2, Provide Risk-Informed Extended Completion Times (ML18183A493). The licensee also proposed variations from this traveler and some changes to TS not associated with it.

The error involves the phrasing of Condition E in TS 3.3.8.1, Loss of Power (LOP)

Instrumentation, which originally stated, Required Action and associated Completion Time of Condition B, C, or D not met. Amendment No. 265 (ML22200A062) involved changes to the completion times of TS 3.3.8.1 Conditions C and D, which are on the same TS page as Condition E. The amendment request did not have any proposed changes to Condition E (e.g., the licensee did not request a RICT for the completion time for Condition E, the licensee did not request a variation or other change for Condition E, and the marked-up TS pages did not show any revision markings associated with Condition E). However, the phrasing of Condition E was inadvertently changed to match that of Conditions C and D (i.e., As required by Required Action A.1 and referenced in Table 3.3.8.1-1).

The NRC staff determined that this was an inadvertent copy and paste typographical error made when compiling the changed TS pages for Amendment No. 265 (ML22200A062). The erroneous change to Condition E was not reviewed by the NRC staff in its safety evaluation for Amendment No. 265, nor was it addressed in the no significant hazards consideration published in the Federal Register on November 2, 2021 (86 FR 60485).

To correct this error, the NRC staff is re-issuing the Unit 2 TS page 3.3-73 to reflect the phrasing of Condition E prior to Amendment No. 265 (i.e., Required Action and associated Completion Time of Condition B, C, or D not met.). The NRC staff determined that this correction does not change any of the NRC staffs conclusions in its safety evaluation regarding the acceptability of the changes approved in Amendment No. 265 (the safety evaluation did not address the erroneous phrasing), nor does the correction affect the no significant hazards consideration published in the Federal Register on November 2, 2021 (86 FR 60485).

Accordingly, the enclosure to this letter has a copy of the revised and corrected Unit 2 TS page 3.3-73.
