SUBJECT:

ISSUANCE OF AMENDMENT NO. 13 TO FACILITY OPERATING LICENSE NO. R-83 The Commission has issued the enclosed Amendment No. 13 to Facility Operating License No. R-83 for the Texas Engineering Experiment Station TRIGA reactor.

The amendment consists of changes to the license conditions in response to the submittal by Dr. W. D. Reece of March 25, 1993, as revised on August 24, 1993.

The amendment modifies the license conditions to allow greater flexibility in the possession and storage of the radioactive materials used to support research and development within the Nuclear Science Center site.

In accordance with a telecon of September 15, 1993, T. Michaels to B. Carlisle, you should apply to delete material on other licenses i.e., the Nuclear Regulatory Commission materials license or State Agreement license, if this material is now included under Amendment No.13 of the reactor license.

In connection with this amendment, we are enclosing two copies of Amendment No. 18 to Indemnity Agreement No. E-12. Please sign and return one copy to this office.

A copy of the related Safety Evaluation supporting Amendment No.13 is enclosed.

Item 3 of the Attachment to the indemnity agreement is deleted in its entirety and the following is substituted therefor:

Item 3 - Location For the purpose of License No. R-23:

The reactor room and the mechanical engineering shops on the main campus

of the University in College Station, Texas.

For the purpose of License No. R-83:

The chain-link fenced area, approximately 400 ft x 500 ft, surrounding the Texas Engineering Experiment Station / Texas A&M University System Nuclear Science Center and defined as the Nuclear Science Center Site in Chapter 2 of the Safety Analysis Report. The Nuclear Science Center Site is located in Brazos County, Texas; -
