Millstone Nuclear Power Station, Unit No.3 Final Report for a Reported Potential Significant Deficiency in Construction; SD-23 Emergency Diesel Generator Shaft Spider Assembly As required by Title 10, Code of Federal Regulations Part 50, Paragraph 55(e), Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency, in construction, in a telephone conversation between your T. Elsasser and our S. Orefice on June 28, 1982.

The significant deficiency resulted from the possibility of loose studs and nuts to exist on the shaft spider assembly. Colt-Beloit Power Division reported that this was due to possible misapplication of torquing equipment during assembly. Because of this condition, the Diesel Generator's ability to provide emergency power may have been compromised.

l To correct this significant deficiency Colt-Beloit Power Division has notified Stone and Webster and indicated the following actions are required:

o Remove the generator coil guards to gain access to the studs and nuts on the shaft spider assembly.

o Retorque all stud / nut combinations per manufacturer's recommended sequences.

o Note all movement in nuts during retorquing and reassemble coil guards.

Stone and Webster indicates that this bolt torquing will occur in the presence of the Colt representative during final Diesel Generator inspection on-site prior to generator startup.
