Recovery Plan for Procurenent of Spare and Replacement Parts

Dear Mr.'Keppler:

.On March 18, 1982 a Stop Work was initiated on the purchasing of spare / replacement parts by Illinois Power Company. This action ~was taken because the procedures for controlling the procurement of replacement parts were considered to be inadequate. A recovery plan was developed to correct these deficiences and submitted to the NRC on J

December 3, 1982. A revised recovery plan was submitted to you on February 9, 1983 which modified the recovery 4

process and shortened the duration of the recovery schedule.

Illinois Power Company has completed the portions of the recovery plan which are necessary to lift the Stop Work. The appropriate procedures have been modified and training has been conducted and documented. A dry run of activities up to the bidding process, using twenty-five purchase requisitions, has been conducted to exercise the requisition process and the revised program. The dry run was independently evaluated by the Illinois Power Company Quality Assurance Department and this evaluation resulted in several procedural changes. As a result of these changes the program is considered adequate.
