Enclosed please find the New Hampshire Yankee (NHY) repori of its assessment of the Auuliary Operator watchstander ( AO) performance concerns. This report is comprised of the following three documents.

. Summary Report by the Executive Director Nuclear Production Regarding AO Performance Concerns (Enclosure 1)

. Station Manager's Evaluation of AU Performance Concerns (Enclosure 2)

. New Hampshire Yankee Independent Review Team / Operations Department Assessment / Auxiliary Operator Performance Concerns (Enclosure 3)

The Executive Director's report provides an executive summary of the Station M a na ge r's report and the IRT report, and a perspective of the Auxiliary Operator watchstander (AO) performance concerns. The Station M a n a ge r's report describes his assessment of the AO performance concerns independent of the IRT's assessment. This report also describes the disciplinary processes taken by Station Management in response to the performance concerns. The IRT re port describes the root causes for the AO performance concerns.

In a letter dated March 27,1992 l Reference (b)l, NHY transmitted the short terra corrective actions that we bad instituted and continue to monitor. Thr se actions base given us confidence that all required AO rounds and Technical Specificatioe surveillances are being conducted and documented properly. With the cornpletion of the IRT assessment and management's own evaluation, NHY now has an understanding of the root causes of the AO performance concerns and comprehensive recommendations to address the root causes. United States Nuclear Regulatory Commission April 10,1992 Attention: Mr. Thomas T. Martin Page two intend to take aggressive action to implement the long term corrective actions based on the -

recommendations of the enclosed reports. We will continue to keep the NRC informed as we desetop action plans and put the recommendations into effect. We will provide periodic status reports to the Senior Resident inspector. When action plans and implementation

- schedules are developed for each of the recommendations contained in the IRT assessment and the Executive Dirtctor's report, we will provide a written submittal to your office.

Thereafter, we will continue to keep the Senior Resident inspector informnu of our progress.
