Dear Mr. Perez:

The staff of the U.S. Nuclear Regulatory Commission (NRC) has completed its initial review of changes to the PULSTAR Nuclear Reactor Emergency. Plan that you submitted on November 6, 1996, in compliance with 10 CFR 50.54(q). The changes were reviewed against Appendix E to 10 CFR Part 50, the guidance l criteria set forth in Regulatory Guide 2.6 (Rev. 1) and ANSI /ANS 15.16, l

" Emergency Planning.for Research Reactors."

Based on your determination that the changes do not decrease the overall. .

effectiveness of your emergency plan, and that it continues to meet the requirements of Appendix E to 10 CFR Part 50, NRC approval is not required.-

Our initial review of these changes indicates them to be in accordance with 10 CFR 50.54(q). Implementation of these changes will be subject to inspection to confirm that they did not decrease the overall effectiveness of your emergency, plan..

In accordance with'10 CFR 2.790 of the Conwiission's regulations, a copy of this letter will"be placed in the NRC Public Document Room. If you have any questions, please. contact me at ;(301) 415-1127.
