.This refers to the inspection conducted on January 20-23,'1998, at'your PULSTAR

research reactor facility. :The inspection included a review of activities authorized

. for your. facility. The enclosed report presents the,results of that inspection.

Various aspects of your safety program were inspected including selective

examinations of procedures and representative records, interviews with personnel,

and observation of activities in progress.

' As a result of the inspection, a violation was identified. The NRC is concerned -

because a situation developed whereby procedures were not being reviewed and

approved as required in your Technical Specifications. The violation is cited in the.

enclosed Notice of Violation (Notice) and the circumstances surrounding the

violation'are described in detail in the enclosed report.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this

letter and its enclosure will be placed in the NRC Public Document Room.-
