EMERGENCY NOTIFICATION PROCEDURES FOR RESEARCH REACTOR LICENSEES Recent questions have arisen concerning the proper NRC contact for receipt of research reactor licensee emergency notifications during both drills and real situations.

In the past, several research reactor licensees have been making emergency notifications to their respective NRR project managers. This is contrary to the system NRC has established to handle such emergency communications.

Specifically, all notifications (including those for drills) should be made to the appropriate Regional Office or to the NRC Operations Center. in Bethesda, Maryland. Using the proper channels will assure that the . appropriate information will be disseminated within our own organization, such that a timely and efficient NRC response can be initiated if necessary.

Please find enclosed IE Information Notice No. 86-28: . Telephone numbers to the NRC Operations Center and Regional Offices. This notice indicates the proper points of contact for notifications as well as the current telephone numbers for each.

This notice is being issued to ensure that recipients are aware of the correct corrercial telephone numbers for the NRC that are to be used to report incia dents and reportable items as required by the regulations and license ccndi-tions. In addition, it is considered prudent th.at recipients assure that other telephone numbers used for emergency notifications are correct, and provisions l exist for periodic updating, j

It is expected that recipients will review and forward the information in this notice to cognizant individuals for review and appropriata use. Suggesti6ns contained in .this information notice do not constitute NRC requirements; therefore, no specific action or written response is required.

Description of Circumstances:

As a result of the incident at the Sequoyah Fuels Corporatten on January 4,1986, it was deter =ined that so*e telephone nebers held by the i

licensee for emergency notification and assistance were incorrect. For exas-ple, the numbers for the NRC Region IV cffice and 00E emergency radiological assistance were incorrect. In addition, the DOE number was improperly identi-fied in the radiological contingency plan under a listing for NRC. A preliai-nary review of other contingency plans indicated that this situation is not unique to Sequoyah Fuels Corporation, j Discussion:
