Dear Sir:

The PULSTAR reactor facility's Technical Specifications requires the meeting minutes of the University's Radiation Protection Council (.RPC) to be distributed to the Chancellor and the members of the committee . The annual facility operations audit by 8

the Reactor Safeguards advisory Group (RSAG) revealed a discrepancy in meeting this requirement.

The Chairman of RSAG met with the Chancellor of North Carolina State University on February 25,1994 to discuss the distribution of the RPC minutes. The .RSAG Chairman determined that a predecessor to the Chancellor had requested the minutes of the RPC meeting to be sent directly to the University Archives, the Faculty Senate, and the members of the RPC. This constitutes an observed inadequacy in the implementation of administrative controls and requires notification as delineated in our facility Technical Specifications Section 6.73(d)'.

, ,' ' b U.S. Nuclear Regulatory Commission (2) 15 March 1994' Region II Administrator The Chancellor of North Carolina State' University issued a memorandum on February 25, 1994 addressed to the Chairman of the RPC to correct the deficiency.

' Specifically, the Chancellor has instructed the Chairman to rend copies of the RPC meeting minutes to the Chancellor, Vice Chancellor for Research, and Vice Chancellor for Finance -

and Business effective with the issuance of the memorandum.
