Clinton Power Station Construction Schedule Update

Dear Mr. Denton:

The USNRC letter dated May 29, 1981, from H. R. Denton to W. J. Kelley requested Illinois Power Company provide quarterly updates concerning the Clinton I construction schedule.

The September analysis of the project schedule indicated that the limiting critical path was the preparation of a preoperational test procedure for the Fire Protection System, which was fifty-six days behind. The latest analysis (October) indicated that delays to the Fire Protection System now result in a sixty-one day delay to Fuel load. Management emphasis is dedicated to recover as much of the delay as possible.

Two milestones have been achieved since September. The Full-Scale (on and off site) Emergency Preparedness Exercise Dress Rehearsal and the NRC/ FEMA observed Emergency Preparedness Exercise were conducted on November 19, 1985, and December 4, 1985,.respectively. Both events were conducted successfully on schedule.

On November 27, 1985, the company announced that construction at the Clinton Power Plant will be essentially complete at the end of December 1985, by which time all systems will be turned over to Illinois Power for testing.

Because of the delay in completing systems for testing, the company now anticipates that fuel loading will occur between late February and late March _1986.
