" LICENSE APPLICATI N FOR SOUTHWEST EXPERIMENTAL FAST OXIDE REACTOR ("SEFOR")

Southwest Atomic Energy Associates ("SAEA") and General Electric Company (" General Electric") hereby amend their joint October 15, 1964 )

application for licenses to construct and operate the Southwest Experimental Fast Oxide Reactor ("SEFOR") by substituting the attached new page 11 for page 11 of the October 15, 1964 application.

OBJECTIVE L

The original application, at page 11, states the intention of SAEA to I

authorize General Electric to act for itself and for SAEA in submitting (a) future application amendments and (b) any other correspondence relating to the joint application and to the licenses which have been requested, other than information which the Commission may wish to obtain directly through

• SAEA alone. This application amendment No. I sets forth that authorization as well as General Electric's assumption of responsibility thereunder.

DISCUSSION l

General Electric will have full responsibility for construction and i operation of SEFOR. SAEA has no present intention of participating in opera- l l

tion or direction of operation of SEFOR, and its participation in construction of SEFOR will be confined to a reviewing function. In these circumstances, ,

1 a requirement that SAEA, in a,ddition to General Electric, execute each license application amendment or other communication concerning this j l

application would unduly impede the progress of the joint application without t

corresponding benefit to the licensing proce'ss.

! Accordingly, SAEA and General Electric submit herewith a revised page 11 which amends, supercedes and replaces page 11 of the October 15 joint application by authorizing General Electric to act for SAEA as well as itself in submitting license application amendments and other correspondence relating to the joint application.
