1 l As authorized by Construction Permit CPPR-17, Docket 50-231, construction of the Southwest Experimental Fast Oxide Reactor (SEFOR) facility and pre-l operational testing has been substantially completed. A notice of intent of the Atomic Energy Commission to issue a provisional operating license l

l- for power levels up to 1 MWt was published in the Federal Register on November 15, 1968. Issuance of the license is being delayed until certain ,

pre-operational tests are completed. Since the notice of intent to issue a i provisional operaf ng license has been published in the Federal Register, it may not be neccser.y to extend the construction completion dates. However, l if' an extension of the completion dates is required, General Electric hereby requests that such extension be made.

General Electric now amends its application to extend the estimated comple-tion dates for the facility. The revision of the estimate for completion of construction is necessary because of delays that have been experienced in

-performing the pre-operational tests on the primary coolant system. These delays are the result of unsatisfactory performance of temporary filter-screens l

that were installed in the primary coolant loops as part of these pre-operational tests. Efforts to procure a satisfactory filter-screen so that these tests cac 4

be repeated are currently in progress. It may be possible that a satisfactory I-

additional time is requested because of possible delays in procurement of the l t

filter-screen and to cover any additional unexpected delays that may be encountered

'during the conduct of the remaining pre-operational tests. This amendment is effected by the substitution of revised page 11 dated January 14,1969 for the same numbered page of the application dated November 1,1968.

( B. Completion Date i

The earliest completion date for SEFOR is estimated to be l

  • January 31, 1969,* and the latest completion date is estimated to be
  • April 30, 1969.*

l 9. Security Agreement SAEA and General Electric agree that they will not permit any 1

individuals to have access to restricted data until the Civil Service l

Commission shall have made an investigation and report to the Atomic Energy Comrr.!ssion on the character, associations, and loyalty of such individual and the Atomic Energy Commission shall l

have determined that permitting such person to have access to restricted data will not endanger the common defense and security.

10. Future Amendment Procedure '

This application has been prepared in a manner designed to permit future application amendments to be consolidated into a single inte-9 1

. grated document for more efficient use and ready reference. Sub-l l
