Referense is made to your request dated October 16, 1964, that the infomation contained in Part 11 of the Preliminary Hazards Summary Report for the Southt:est Experimental Fast Omide Reacter be withbeid from inspection by the public because it contains patentable information. A finding has been made that inspection of these desunents by the public unald adversely affect the ia-terests of the General Electric Company and the Southwest Atomic Energy Assectates. Further, it has been detemmined that inspec-tion of the docssments by the public is not required in the public interest.

Accordingly, you are hereby advised that Part II of the Preliminary Hasards Summary Report referred to above will be withheld from in-spection by the public pursumt to paragraph 2.790(b) of the Cassnission's " Rules of Practica," Title 10 CFR Part II. Withhold-ing from inspection by the public shall not, however, affect the right of persons properly and directly concerned to inspect the doctaaents.
