l Attention: Seymour Weiss j In accordance with Reference 1, the District submits Amendment 3 to the Rancho Seco Defueled Safety Analysis Report (DSAR). DSAR Amendment 3 represents the updated licensing basis for operation of the permanently shutdown and defueled Rancho Seco nuclear facility during the Permanently Defueled Mode (PDM). The updated DSAR reflects NRC orders, facility license amendments, and facility changes, made pursuant to 10 CFR 50.59, which the District implemented at Rancho Seco at least through June 1998.
The DSAR provides a safety analysis report that c efines the design basis for the safe i storage and handling of irradiated fuel assemblies at Rancho Seco. The DSAR provides assurance, based on the spent fuel storage and handling systems and components, and administrative controls and programs described within the DSAR, that no undue risk to the public health and safety will occur during normal PDM operations and credible postulated accident conditions. .

The area of DSAR text that actually changed in Amendment 3 is indicated with a-veitical line in the right hand margin of the affected DSAR pages. Also,-
" Amendment 3" is typed at the bottom right of each page that changed due to an Amendment 3 related DSAR change.
l New District computer systems and software caused a significant amount of the DSAR information within changed sections to shift pages. Therefore, the District includes many additional pages to ensure existing DSAR information is preserved when the ; Amendment 3 changed pages are incorporated into the DS AR manuals. )
Also, the Removal / Insertion instructions for DSAR Amendment 3 are attached. ;
