This letter is in response to the December 18, 1986, letter identifying certain activities which appeared to be in violation of NRC requirements. Attachment A to this letter provides Illinois Power-Company's response concerning Administrative Control of Temporary Modifications.

I trust this response will ensure compliance with regulatory requirements.

"Five safety related temporary modifications had.been installed-greater than 10 days without the review and approval by the Facility Review Group.

Seven temporary modifications were sti11' installed beyond the time allowed by-the Manager - CPS, without receiving' approval 1.

I. Corrective Actions Taken and Results Achieved The December 1986 audit of active temporary modifications was performed. All identified discrepancies were identified on

, condition reports for resolution.

II. Corrective Actions Taken to Avoid Further Violations l Illinois Power has revised the Administrative Procedure for Temporary Modifications, CPS 1014.03, to clarify the requirements for periodic reviews of Temporary Modifications.- A weekly review is conducted by the compliance group who in turn notify the originators of the Temporary Modifications that their Temporary Modifications are coming due.

A monthly review is conducted by the Shift / Assistant Shift Supervisor. This review accounts for all active Temporary Modifications and identifies any Tecporary Modification installed beyond the removal date on a condition report. This review is documented in accordance with CPS 1014.03 F003.

A quarterly review of all Temporary Modifications installed over one month is ' performed by the responsible department. This review documents field verifications of the Temporary Modification and is reviewed and approved by the Supervinor-Plant Operations.

III. Date When Full Compliance will be Achieved Illinois Power will be in full compliance when training to the new procedural requirements is complete on January 31, 1987.
