The Advisory Canadttee on Reactor Safeguards met on March 4,1976 to consider the construction permit application for the WNP-3 and WNP-5.

We presental a stamary of the outstanling issues of which there were eight. We inlicated that we were awaiting further information with respect to one open its which addressed to controlling the aclusion arca a: prescribed by 10 CFR Part 100. Por this item the staff indicated to the Corrittee that the control of the exclusion area had to be sub-i stantiatal before the consttuction permits would N issued. On the other seven naas, the staff inlicatal that for six itms we had received further 1

informtion from the applicant and were reviewing the information. Our finiings on these itms would be reported in the supplanent to the Safety Evaluation Report. For the seventh item, it was indicated that for the construction pemit stage of review, the staff considered this its resolval. Ilowever, we would review this item as a post-constmetion permit itm. A further its that was discussed with the staff was the j pinbability of occurrence of the safe slutdown earthquake (SSE) 8esign of 0.32g or approximately an 81/4 Hodifial Mercalli (>W). We statal that this was an upper bount and a conservative design level and we were not in a position to report the probability of the SSE. However, we did state that (
