SUt#tARY OF OCTOBER 23, 1996, MEETING TO DISCUSS WASHINGTON NUCLEAR PLANT UNIT 3 CONSTRUCTION PERMIT TERMINATION On October 23, 1996, the NRC staff met with personnel from the Washington Public Power Supply System (the Supply System), the Energy Facility Site 4

Evaluation Council (EFSEC), Grays Harbor Regional Planning, Grays Harbor Public Utility District (PUD), Bonneville Power Administration, and the Washington State Fish and Wildlife agency to discuss the Supply System's proposed termination of the Construction Permit (CP) for the Washington Nuclear Plant Unit 3 (WNP-3). The meeting was open to the public. No members

of the public attended. A list of attendees is provided as Attachment 1. A j copy of the meeting agenda is provided as Attachment 2.

The Supply System has decided to terminate the CP of the partially completed,  ;

and previously deferred, WNP-3 project at Satsop, Washington. Recent changes j to Washington State law have made it possible to transfer ownership of the WNP-3 and WNP-5 site to an interlocal agency formed by Grays Harbor County, l

the Port of Grays Harbor, and Grays Harbor PUD. This new agency will not complete the project as a nuclear power plant; rather they plan to adapt the site and certain structures for economic development purposes. The revised law also reassigns the existing regulatory authority for site restoration from the state (EFSEC) to the local government. The Supply System is in the process of selling certain of its assets (steam ge7erators, transformers, etc.) to offset costs of site restoration and subsequent transfer to the local entities.

i The NRC staff toured the site and examined site improvements, buildings and  !

structures including roads, runoff collection system, the settling basin and i equalization pond, parking lots and outside storage areas, warehouses, office i and administration buildings, utility and storage buildings, hyperbolic cooling towers, dry cooling towers, Ranney wells, the turbine building, the auxiliary building, and the reactor containment building. The NRC staff was not able to examine the discharge structure or the barge slip because of inclement weather, time constraints, and the relative inaccessibility of these structures.  ;

l After the tour, personnel from the Supply System, EFSEC, and the Grays Harbor entities described the process for transfer of the site and summarized the activities that support it. At this time, the Grays Harbor entities are unsure of the ultimate uses of the site. Therefore, structures with a lengthy service life that pose no hazard to personnel on the site may be preserved in hopes of finding an ultimate use. In addition, the site has received a license from EFSEC to permit installation and operation of twin 250 Megawatt 4

combustion turbines. A number of existing site structures and systems will be used to support the operation of the combustion turbines. It will be about six months before decisions are. made as to which systems and structures will )

be left intact and which will be demolished prior to transfer. After these decisions are made, the Supply System will transmit to the NRC staff this 4 information so that the staff may continue its review of the proposed j termination of the Permit. j The NRC staff described its regulatory interest and the actions that it will take prior to authorizing the proposed licensing actions. As summarized in  ;

i its September 5,1996, response to the Motion for Withdrawal of Application by the Supply System, the NRC staff will follow the precedures established for j Consumers Power Company's Midland plant. The NRC staff will conduct a site '

  • inspection, including both the WNP-3 and WNP-5 units, and will prepare an environmental assessment as required by 10 CFR 51.21, " Criteria for the

~i identification of licensing and regulatory actions requiring environmental assessments." The NRC staff will assure compliance with all appropriate ,

safety and environmental requirements prior to authorization of Construction I Permit termination. ]
