The meeting was held at WPPSS' request in order to discuss their proposed revision to the design of the Ultimate Heat Sink for WPPSS lbclear Projects !b.

3 and No. 5. Enclosure Ib.1 contains a list of attendees.

Ebasco described the present Ultimate Heat Sink design. 'Ihe present design consists of a ombination of wet and dry coolig towers located on the roof of the Any414ary rutilding for each unit. 'Ite proposed design revision would use only dry coolig towers, which would be located on the Auxiliary niilding roof (see Enclosure No. 2).

Itasm then described how the meteorological design bases for the present Ultimate Heat Sink were obtained. The 20-year set of meteorological data obtainoi at Olynpla was ur,ed to obtain the meteorological design bases. The method used to extrapolate the set of 20 years of data to a 100-year recurrence interval was described by Pha m . This method is described in Enclosure No. 3. Usig this nethod, a nuximum tsperature of 108 F was obtained. !b attspt was nado to correlate the Olympia data with the data obtaired onsite or with li:nited data available frun Elma. Ebasco daaeribed a prnhabilistic technique that was ussi to support a maxi == taperattre of 93.5 F which they proposed to use for the revised Ultimate Holt Sink design.

Details of this prnhnhilintic argunent are also described in Encicoure No. 3.

In response to our irquiry, mam stated that, if the atmospheric tsperature excoedel the design basis maxinun tsperature for the dry cooling towers for a sufficient period of time (about 4-6 haurs),

the capability of the Ultimate Heat Sink to function in the event of an accident might be inpaired.

'Ihe reatmnerdations of Regulatory Guide 1.27 regarding the meteorological design bases for the Ultimate Heat Sink were then discussed.

We inforned WPPSS that the following approaches mac+Irdng the meteoro-logical design bases for the Ultimate Heat Sink would be considered acceptable:

(1) Use an appropriate historically recorded =v4== tanperature. frm the region near the site (105 F recorded at Elma) as the traximum tarnperature and provide a statement that Olynpla recorded 103 F as the highest tanperature.

(2) Correlate the temperatures recorded at the site with those recorded at olyupia, considering wve.iate cmfidence intervals, to daronstrate that the 103 F =v4== tmperature rh at Olynpia is more representative of site corditions than the 105 F recordai at Elma. Use the 103 F taperature in the Ultdrnate Heat Sink design.

(3) Use the :xchabilistic approach described, including appropriate confid;%:o L.tervals. The worst possible conditions and all reasonaLie ocanbinations thereof should be used (loss of offsite power, earthquakes, micsiles, taperatures, high winds) along with the upper conf 1derce limits.

(4) Use a lower =vi== taperature (such as 93.5 F) and show that the consequences of =eMing this temperature are acceptable.
