Dear Dr. Butler:

Attached is the Clinton Power Station Inservice Examination Program Plan, which consists of a Long-Term Inservice Examination Plan for the first 10-year interval for piping and components, and component supports. Also being submitted are relief requests covering welds of the Inservice Examination Program which were previously requested for the Preservice Examination Program. g 7

The relief requests constitute conditions that were originally found during performance of Preservice Examinations. These conditions

are as follows: (1) eleven welds located below the surface of the suppression pool, (2) two welds located within wall penetrations, and (3) one weld located underneath component supports. The relief requests specifically identify the welds involved and provide justification for deviating from the specific requirements of the ASME Code and 10CFR50.55a. Please contact us should you have any questions on this matter.

A. System: Reactor Core Isolation Cooling (RI)

B. Weld Number: 1RI-13-8AQ1 C. Piping Line Number: 1RIO3C D. ASME Section III Code Class: 1 E. Line Size: 4 inches F. Material: Carbon Steel SA-333 Gr. 6 G. Piping Nominal Wall Thickness: 0.438 inch H. Function: This line provides the cooling water to the reactor pressure vessel.

II. Relief from:

A. Requirements: 1WB-2000 Examination and Inspection B. Reason for Relief: This weld is located underneath a component support and is inaccessible because the support is welded and its design does not allow for disassembly.

The removal and reinstallation of this support would require grinding and rewelding instead of disassembiv as found with other supports.
