AFFIDAVIT OF RICHARD H. STROME (TOK REVISED CONTENTION NO.-6)

Richard H. Strome, being on oath deposes and says as follows:

1. I am the Director of the.New Hampshire. Civil' Defense Agency (NHCDA).
2. It is my opinion that should Midway Excavators fail to perform the functions of snow removal in-the' town of Kensington, the State Department of Transportation has

' backup resources to perform this function.

3. The State of New Hampshire'is confident that all requirements for~ transportation resources'can-be~ met. As evidence I cite the Regional Assistance Committee (RAC) 8706190301 870611 PDR G ADOCK 05000443 PDR _

4. 'In NHRERP Volume 4, Appendix I, the totals of 574 buses and 510 drivers are accurate and consistent with the numbers committed to in the letters of agreement. Only a l 1

. total of 515 buses and drivers are actually needed.

executed with Local 633 of the Teamsters'whereby they agree to provide a back-up pool CME up to 1500. drivers.

Letters of agreement with owners are being.obtained permitting the-mobilization of these drivers by the union.

5. As of June 3, 1987 Letters of-Agreement with several 1 private trucking companies making available a total of 53 Teamster employees to the emergency driver pool have been i

obtained. Efforts to execute similar agreements with '

additional companies are ongoing.

6. Volume 5 of the New Hampshire RERP contains letters of agreement with bus and ambulance companies, Teamsters Local No. 633 of New Hampshire, and the individual transportation providers. Together, these organizations provide transportation resources in excess of the numbers required in Appendix I to Volume 2.  :

requirement for 515 total' buses. This is less than the 574 j buses currently available through letters of agreement.

8. The availability of emergericy. medical services is sufficient to. respond to all New Hampshire EPZ.'needs.

' Volume 5 contains letters of: agreement which make available approximately 38_ ambulances with deletion of O'Brien.

This is in excess of the total vehicle needs for New Hampshire-of approximately M ambulances, as-listed in the IFO Resource Coordinator's procedure - Volume 4, Section 18, Attachment 18B, (" Local Transportation Worksheets"). A list of ambulance providers _and number of-'

ambulances is also provided in Volume 4, Appendix Ia(Section, 2). Section 3 to Appendix I summarizes transportation resource requirements with respect to the individual towns.
