1987, AND SUPPLEMENT DATED MAY 22, 1987, RE ORGANIZATIONAL I CHANGES AND NEW/ REVISED NUCLEAR CRITICALITY LIMITS In the subject application, UNC proposed nuclear criticality ' limits in Section 8.2.4 ond Table 10,0-1 in Part I of the application and .iubmitted revised organization sheets for Part II of the application. The details of the changes are tiescribed in the staff's Safety Evaluation Report (SER).

The changes in nuclear safety limits use the general safety criteria previously approved in the license and the revised limits clarify and, in same cases, establish the assumptions used in the safety analyses as license conditions. The organizational changes maintain reasonable independence between the functions of safety and operations. Since the proposed changes are organizational and procedural in natural, the action is a categorical exclusion in accordance with 10 CFR 51.22(c)(11), and neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
