SAFETY EVALUATION REPORT, ANENDMENT APPLICATION DATED JANUARY 26, 1987, AND SUPPLEMENT DATED MAY 22, 1987, RE ORGANIZATION AND NEW/ REVISED NUCLEAR CRITICALITY LIMITS
' Background In the subject application, UNC proposed nuclear criticality limits in Section 8.2.4 and Table 10.0-I in Part I of the application and submitted revised organization sheets for Part II of the application. By NRC letter dated March.
6, 1987, UNC was requested to clarify the organization and to revise the Table-in.Section 8.2.4. UNC provided additional information by letter dated May 22, 1 1987.

The Director, Technical Se; vices (TS), has two functions - processing and regulatory.. In this capacity, the Director, TS, will report to the Executive Vice President, Operations, for data processing activities and to the President for reculatory activities. The Manager, MIS, will continue to report to the Director, T5. Page 1.1-1 has been revised to reflect the change in the corporate name. Page 2.1-1 has been revised to describe the responsibilities of the Director, TS. Page 2.2-1 has been revised to add fire prevention services to the NIS Department function.
B. Nuclear Criticality Safety Limits Page 3-38 was revised to add a reference to Section 10.0.2.2, Part I. Page 8.2-9 has been revised to add safe spacing requirements to item B.2 in Section 8.2.4 Page 10.0-7e was revised to add dimensions to units in Table 10.0-I and add a reference to Table 3.9.5.1, Part I.
These three pages make reference to safety analyses in Part II of the application.
The previously submitted analyses are unchanged. The revised limits clarify and, in some cases, establish the assumptions used in the safety analyses as license conditions. 1 I

JUN 161987 UNC, Inc., SER 2 Conclusion / Recommendation The staff concludes that the organizational changes maintain reasonable independence between the functions of safety and operations. The changes in nuclear safety limits use the general safety criteria previously approved in the license. The revisions should cause no undue risk to the public health and safety. Accordingly, approval of the amendment application is recommended.
l The Region I Principal Inspector has no objection to this action.
