" Removal of Accelerated Testing and Special Reoorting Renuirementsfor Emergency Diesel Generators" North Atlantic Energy Service Corporation (North Atlantic) has enclosed herein License Amendment Request (bAR) 97-06. LAR 97-06 is submitted pursuant to the requirements of 10 CFR 50.90 and 10 CFR 50.4.

LAR 97-06 proposes changes to Seabrook Station Technical Specifications (TS) 4.8.1,1.2a,4.8.1.1.3, Table 4.8-1 and 4.8.1.2, as authorized by NRC Generic Letter (GL) 94-01, " Removal of Accelerated Testing and Special Reporting Requirements for Emergency Diesel Generators." The proposed changes will revise the frequency for the performance of specific surveillances and delete the requirements contained in the current Technical Specifications for accelerated testing whenever the number of valid test failures associated with the Emergency Diesel Generators is met or exceeded. In addition, the special requirements for reporting valid or invalid Emergency Diesel Generator (EDG) failures will be deleted. The basis for the License Amendment Request is North Atlantic's implementation of the Maintenance Rule Program in accordance with the provisions of 10 CFR 50.65, " Requirements for Monitoring the Effectiveness of Mainteaance at Nuclear Power Plants," the guidance contained in i Regulatory Guide (RG) 1.160, " Monitoring the Effectiveness of Maintenance at Nuclear Power Plants,"

and NUMARC 93-01, " Industry Guide for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants" Reporting requirements for EDG failures will continue to be complied with in accordance with the provisions of 10 CFR 50.72 and 50.73.

LAR 97-06 has been reviewed and approved by the Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

Y As discussed in the enclosed LAR Section IV, the proposed changes do not involve a significant hazard consideration pursuant to 10 CFR 50.92. A copy of this letter and the enclosed LAR have been forwarded to the New Ilampshire State Liaison Officer pursuant to 10 CFR 50.91(b). North Atlantic requests NRC revicw of LAR 97-06 and issuance of a license amendment by September 30,1998 (see Section V enclosed).
