General The meeting was convened at the request of the Supply System, to permit a presentation of an overview of the fire: report of Module C3-02 l (concrete) of the Construction Assurance Program. The WPPSS attendees discussed program overview, methodology, logic used, results and organization of the final report; also discussed was the content of the transmittal lette View graphs presented by the Supply System attendees are included as Attachment to this repor . General Discussion In addition to the topics noted in Attachment 1 of this report, the Supply System attendees discussed the following points: Although a review of contractor procedures was not a specific part of the mission of the C3-02 review, selected procedures were reviewed in depth (including past revisions) in some cases where a root cause analysis was conducted for identified problems. An example involved review of concrete curing practices and associated ambiguities in procedure Grout and concrete block masonry wall construction were reviewed under module C3-02, but NRC acceptance is not requested in the final report due to a need for additional studies which would be conducted upon project restar Also, review of some concrete embeds will

similarly be deferre These items are identified in the WPPSS Construction Assurance Program open item list to assure attention upon project restart, A need for some FSAR amendments has been identified during the C3-02 review; such amendments have not been submitted to NRC, but have been identified on the WPPSS Construction Assurance Program open item list to assure attention at project restar The administrative method of handling discrepancies identified during the C3-02 review was changed during the review process. This was due to constraints on resources, such as access to computer time i and clerical staff reduction The practice of entering each I discrepancy into the CAP Open Item List was discontinued, and a lower level screening process adopted. This is described in the final repor The key supervisors involved in the C3-02 review will be available at the site through June 26, 1987 to respond to an NRC site inspection. The two quality control inspectors who actually performed detailed records reviews, have already been released and would be unavailable on-sit The principal objective of the C3-02 review was to provide additional assurance of construction adequacy (beyond that provided by the original quality assurance program) via sampling of completed products of construction and construction control . Conclusions The Supply System will submit the final report to NRC, including the public document room, on June 1, 198 The NRC representatives stated that NRC review of the final report would probably be complete by the end of September 198 . . . .
