A Readiness Review Program is being conducted at the initiative _of the

Washington Public Power Supply System (WPPSS) management to7 assess the I
adequacy of completed work in the deferred WNP-3 Project prior to < restart of
_
construction, and to provide additional assurance.regarding the adequacy of l
l the plant's completed construction and c'onstruction: process. Rea'diness Review
!
Program Module No. 3 presents a plan for.the Construction Assurance Program j
that WPPSS intends to use to ensure that the, construction of the WNP-3 Project I
conforms to licensing commitments and NRC regulations.
l
WPPSS notified NRC in January 1985 of its intention to conduct a CAP at its l
WNP-3 project.
Several meetings were held with the, licensee to discuss their CAP. An evaluation of the CAP plan and other related procedures was performed i
by NRC reviewers from the Office of Inspection and Enforcement (IE), Office of Nuclear Reactor Regulation (NRR) and Region V.
The evaluation was performed l
through a detailed review of the CAP plan and related procedures, meetings, and telephone conversations with the licensee to discuss details of the program.
I Our evaluation indicated that the CAP should provide a satisfactory assessment of the plant's completed construction and the construction process.
Implementation of the CAP will be inspected by the NRC. Licensee CAP module reports will be reviewed by NRC upon submittal.

DETAILS 1.
Scope of Review The scope of-this review consisted of a detailed evaluation-af.the-Construction Assurance Program (CAP)L Plan and associated documents for WNP-3..The details of the implementation of the CAP will be inspected int the~ future.
2.
. Methodology Review and evaluation.of the CAP Plan and associated documents by the following:
1) October 29, 1985 and November 18-21, 1985 site' visits; 2)
October 29, 1985 public meeting; 3)' December 18, 1985 meeting with the licensee, and 4) in-office review of the program plan; The following information was submitted by-the applicant land formed the basis ' for. the evaluation:
In letter G03-85-563, dated September 25, 1985, the Supply System submitted its Construction Assurance Program (CAP), the third module.
for its Readiness Review Program, for NRC review and approval.
In a letter dated November 29, 1985, NRC Region'V forwarded to the Supply System, the NRC staff comments regarding the CAP.
- In letter G03-86-026, dated January 9, 1986, the Supply System provided its response'to the NRC staff comments-

In letter G03-86-045, dated January 20, 1986, the Supply System submitted revisions to its Readiness Review Program descriptions.
3.
Evaluations The WNP-3 CAP Plan was reviewed for its adequacy and completeness.
The CAP Plan as modified by the licensee's response to the NRC staff comments contained the following elements.
A commitment to applicable 10-CFR 50 Appendix "B" QA're,quirements.
A brief organizational structure.
- Guidelines to select review topics.
- Description of CAP reviews.*

Licensee module report format and content were identified by the Supply System to be tentative. This will be subject to further NRC inspection and review.
4.
Findings The staff had no further comments regarding the CAP Plan as modified.
5.
Conclusion The NRC review of the CAP plan, as modified by the licensee's response to NRC staff comments, indicates that the plan is capable of providing an assessment of the completed construction and construction process which will ascertain whether or not all FSAR commitments and NRC regulations have been met.
Implementation of the program will be subject to further NRC inspection.
