A Readiness Review Program is being conducted as an initiative of the Washington Public Power Supply System management to assess the adequacy of the completed work in the. delayed WNP-3 Project, to facilitate completion of the

project and to provide additional assurance of the adequacy of the design and construction processes used to complete the project. Module No. 1 of the program presents a description of the Preservation Program being used to l
preserve and maintain the completed portions of WNP-3.
During the extended construction delay of WNP-3, in 1984 and 1985, RV had
,
conducted inspections of the preservation and preventative maintenance of WNP-3.
Subsequent to the Supply System's notification to the NRC of its
!
intended Readiness Review program, several meetings were held with the licensee to determine and discuss its Readiness Review program including the a
preservation program. An evaluation of the preservation program description i
was performed by NRC reviewers and inspectors from the Office of Inspection and Enforcement and Region V..The evaluation was performed through a detailed review of the preservation prograu description, meetings with the licensee to discuss the details of the program, and correlation of RV extended construction delay inspections of WNP-3.
The evaluation indicates that the Preservation Program description submitted and clarified by the licensee meets NRC requirements and FSAR commitments. RV e
extended construction delay inspections indicates acceptable implementation of the Preservation Program to date.

DETAILS 1.
Scope of Review This review consisted of a detailed evaluation of the program description for the preservation of assets and preventative maintenance for WNP-3.
The details of the implementation of the preservation program will be inspected in the future.
2.
Methodology The review and evaluation of the Preservation Program description by IE and RV was performed by a series of meetings with the licensee, in-office review of the program and on-site inspections. The program description was reviewed to verify conformance to NRC requirements and FSAR commitments in the area of storage, preservation, and maintenance. The review was performed in the following manner.
- WNP-3 FSAR Chapter 17.1 contains the WPPSS 10 CFR 50 Appendix "B" QA program commitments for design and construction, including handling, storage, shipping and preservation of safety-related material.

In a letter dated January 16, 1985, the NRC accepted Revision 9 of the WPPSS QA Topical keport (WPPSS-QA-004 Revision 9).
WPPSS-QA-004 Revision 9 contains WPPSS commitments to 10 CFR 50 Appendix "B",
ANSI N45.2.2-1972, and NRC Regulatory Guide 1.38, May 1977, "QA Requirements for Packaging, Shipping, Receiving, Storage and Handling of Items for Nuclear Power Plants".
- In letter G01-85-0118/G03-85-0270, dated May 22, 1985, the Supply System informed the NRC that it had implemented a Preservation Program and was totally committed to performing a series of Readiness Reviews at its delayed projects (WNP-3 and WNP-1) t a enable construction completion.
The letter requested NRC ag7eement to review and approve the program descriptions for the Readiness Review, including the Preservation Program Description, at WNP-3 and WNP-1.
The letter further requested NRC agreement to participate in the Readiness Review.
- In a letter dated July 12, 1985, the Executive Director for Operations of the NRC agreed to NRC participation in the Supply System's Readiness Review Program. The letter further stated that the NRC would be able to review WNP-3's program in FY 1986-1987 and WNP-l's program after FY 1987.
- In letter G03-85-283, dated May 24, 1985, the Supply System submitted the first module of the Readiness Review Program, the Preservation Program, for review and approval.

- In a letter dated August 2,1985, RV requested additional information regarding the Preservation Program.
In letter G03-85-461 dated August 16, 1985 the Supply System submitted the additional information requested.
Meetings were held with the licensee regarding details of the
Preservation Program on February 2, 1985, May 22, 1985 and July 1 and 2, 1985.
The licensee's Preservation Program was inspected by RV and inspections documented on the following inspection reports:

Evaluation WNP-3 FSAR Section 17.1 and QA Topical Report WPPSS-QA-004 Revision 9 implements 10 CFR 50 Appendix "B" and ANSI N45.2 QA requirements. FSAR Section 17.1-13 and WPPSS-004 Rev. 9 position statements provide commitments to ANSI N45.2.2-1972 and NRC Regulatory Guide 1.38, May 1977 for packaging, shipping, receiving, storage and handling of items for nuclear plants. The WNP-3 preservation program description was reviewed for compliance with the above noted requirements and commitments.
A self-assessment of the preservation program had not yet been performed by th-licensee and will be performed by the licensee in conjunction with the construction readiness review program. An assessment of the Preservation Program description was performed by NRC RV and IE.
The review confirmed that the program description contained the following:
An organizational structure and definition of responsibilities
A QA program Design control measures Procurement requirements
Instructions and procedures Document control requirements.
Preventative Maintenance and Corrective Maintenance procedures and controls
Personnel Qualifications QA audit / surveillance responsibilities and controls /QC inspections and controls i

Nonconforming material and corrective action requirements
QA records requirements In 1984 and 1985, RV performed extended construction delay inspections at WNP-3.
The inspections included verification of the key elements noted above.
4.
Findings The Preservation Program description review found that the progran description complied with WNP-3 FSAR and WPPSS QA Topical report commitments and NRC requirements.
No violations, deviations or open items were identified during on-site inspections noted in paragraph 2 of this report.
5.
Conclusion The NRC review indicates that the Preservation Program description submitted and clarified by the licensee, as detailed in Section 2 of this report, meets NRC requirements and FSAR commitments and is accep' table.
Implementation of the program will be subject to further inspection by the NRC.
