TRIP REPORT FOR BROWNS FERRY SITE VISIT-0CTOBER 28-30,;1987 Re: Browns Ferry Nuclear. Plant. Units 1,'2 and.3 Listed below are the significant findings and accomplishments resulting from; my site visit to Browns Ferry of October 38-30, 1987:

- Worked with A. Ignatonis and G. Paulk.on determining SIMS verification (inspection) dates on TMI items and high priority non-TMI_MPA's._

- Discussed selected Volume 3 items and their projected schedules; Changes in contractors have resulted in estimate >$ program delays of one to three months; " Ownership" of programs is not clear.

TVA licensing was asked to show two programs or areas which are on a success path; EQ and scram reduction program were nominated. I followed up on EQ.

EQ strengths still involved good coordination with Sequoyah program, a key TVA middle manager following the transition, and ability of TVA to

" rehire" former consultants under new program.

- General discussions with Licensing staff about ownership / success of Licensing sponsored program yielded, as an example, the scram reduction program; follow-up will _ be scheduled in November.

- General observation on Browns Ferry Licensing is.that they are attempting-to be the active lead on at least one DNE sponsored issue; i.e., Seismic issues.

- Licensing staff. is experiencing turnover of experienced TVA personnel.
