SUBJECT:
FEBRUARY 1, 2, 3 AND 6, 1989 HEETING WITH TVA TO ASSESS THE ELECTRICAL CABLE INSTALLATION AND AMPACITY ISSUES AND ACTION PLAN FOR CLOSURE On February 1, 2 and 3, the ADSP staff met with TVA at the Browns Ferry site to discuss electrical cable installation and arfacity issues. The meeting was continued the following Monday, February 6,1989 at One White Flint North in Rockville, Maryland to close the discussion of ampacity. The attendance rosters are Enc'osure 1. On February 1, 1989, the meeting consisted of a discussion of TVA's method for assessing cable separation problems and TVA's proposed corrective action. TVA had been asked to review the groupings of' cables for which adequate separation must exist. TVA had not progressed sufficiently to provide exhaustive quantitative information at that time. For example, it is necessary to detertnine the total number of cables requirf ng a verification that the separation is adequate. This meeting produced a tist of major items (Enclosure 2) which TVA is to accomplish as part of the resolution of the cable separation issue. On February 2,1989, the meeting on empacity covered a review by TVA of their current effort at Browns Ferry Nuclear Plant, (BFN) Unit 2. The agenda and TVA handouts are contained in Enclosure 3. { \\ TVA stated that it expects to save 60 to 65 cables by use of the diversity concept. The ampacity data base information can be used in resolving the cable separation issue. l l On February 6,1989, the ampacity meeting was continued at One White Flint l North. The agenda is contained in Enclosure 4. This ineeting was devoted to resolving the 60 C EQ limitation placed on certain BFN cables. BFN has approximately 40 cables rated between 60 C and 90 C. TVA explained their testing criteria for determining the actual temperatures which the 60*C and 90"C cables will see during accident scenarios. The time frame (time. l temperature duty cycles) during the scenario was also presented to the staff. TVA's ampacity resolution effort is scheduled for completion at the beginning of April 1989. j The NRC staff ir,spected and is in general agreement with TVA's position on how the 2ES320-Z cable was damaged during installation. TVA will provide a subraittal to document this damage and to document the resolution of this concern as presented to che staff in the January 19, 1989 meeting. Q avid ora. Exclusion of the V3 safety-related cables from the evaluation is of 2. concern and needs to be justified. NRC will evaluate TVA's statistical methodology when it is worked out. 3. (Formula and acceptance criteria). TVA will perform additional review of drawing discrepancies and evaluate against the basic sepa;ation criteria in order to justify the 95% 4. confidence level in the cable and conduit data base.
