SUMMARY
OF MEETING WITH TENNESSEE VALLEY AUTHORITY (TVA) HELD ON APRIL 20, 1989 TO DISCUSS GENERIC LETTER 88-01 RESPONSE FOR REACTOR WATER CLEANUP (RWCU) SYSTEM PIPING OUTSIDE THE DRYWELL PENETRATIONS On April 20, 1989, the NRC staff met with Tennessee Valley Authority (TVA or licensee) at the NRC offices in Rockville, Maryland to discuss what actions TVA plans to implement for the reactor water cleanup (RWCU) system stainless steel piping greater than or equal to four inches in diameter in response to Generic Letter (GL) 88-01, IGSCC in BWR Austenitic Stainless Steel Piping. lists the meeting participants. Enclosure 2 contains the slides ;
used in the licensee presentation.
TVA presented an increased scope for the RWCU system that will include 77 welus. These welds will be classified as Category G, in accordance with Table 1 of GL 88-01,'and completely replaced during the next refueling outage (Cycle 6 outage) after the present shutdown.
For Units 1 and 3 the RWCU piping within the scope of GL 88-01 will be replaced prior to startup.
TVA stated that the RWCU piping was nonsafety-related and isolable, the containment isolation valves are leak tested prior to startup, the isolation valves have a good performance history and very low leakage during testing.
There is a pipe break detection system installed, isolation valves close within 30 seconds and the closure response time is tested, therefore, the issue is not a safety-related issue.
After some discussions between the NRC staff and TVA the following comitments were made by TVA:
1.
The stainle'ss steel piping in the RWCU System greater than or equal to four inches will be replaced in entirety during the next refueling outage (Cycle 6 outage).
2.
RWCU isolation valves will be leak tested prior to startup in accordance with Technical Specification 4.7.A.2.g(3).
3.
RWCU isolation valves will be closure response tested in accordance with Technical Specification 4.7.D.1.a.

This commitment will be made in response to unresolved item, 50-259/260/296/
89-05-01 in Inspection Report Number 50-259/260/296/89-05.
l The NRC staff stated that it would review TVA's response to the unresolved-item and at this time the staff does not have any concerns,in relation to the commitments made by TVA to resolve the issue.
The NRC staff review of TVA's response will be the subject of a separate
