SUK'4ARY OF MEETINGS HELD ON SEPTEMEER 8 AND 9, leP8 CONCERNING THE RESOLVTION OF IEB-79-14 RESTART ISSUES (TAC N, 00016)

On Ceptember 8, 1988, the staff tet with the Tennessee Valley Authority (TVA or the licensee) at the TVA-Rockville Office to discuss the resolutten of restart issues involving Inspection and Enforcement Bulletins (IEB) 79-14. Due to the extensive nature of the discussions, the meeting was recorvened the following day (Septerber 9, 198P) at the White Flint Building.

The enclosure lists the meeting participants.

The purpose of the n'eting was to discuss TVA's proposal for addressing the open 1. sues with the Browns Ferry piping and pipe support design rethodology that had been identio ed in previous meetines (NRC Pe ting Summaries dated June ?9, 1988 and Jul, 21,1988).

In addition to the itens identified in these reeting surraries, a stif f review of TVA's civil calculatien progran had questioned the assumptions used to eenerate the horizontal and vertical seisnie amplified response spectra.

To resolve the staff's corcerns with the spectre ceneration, TVA develcred a new artificial tire history to rerfom the evaluation. TVA had previously proposed the use of an artifical tire histcry (TVA letter jated May 26, 198M and the sta'f evaluation found that TVA's proposal did rot reet the Standard Review Plan (SRP) 3.7.1 guideltres (hFC letter dated January 25,1988). TVA stated that the newly preposed artifical time histcry had addressed the staff's concerns (January 25, 1988 letter).

The staff stated that TVA's proposed use of the newly develepeo artifical time history in accordance with the staff's previous coments to develep amplified response spectra would be acceptable for the IEF-79-14 evaluation effort provided the following itens are also used in the analysis effort:

Vertical amplified rescense spectra must be used in the TVA analysis.

This response spectra will be developed using two-thirds of the row horizontal greurd time history and will include the effects of vertical amplification if the building frecuency carrot be shown to be rigid (greater than 20 Hz).

In adoiticr, the hori:cntal spectra irside the drywell must be based er e culti-stick redel.

The damping used in the piping analysis wil' te it (one-hilf percent) for both the Operatire Fasis Earthquake (CEEi and the Sr'e Shutdowr Earthquake (SSE).

The response spectra will be broadened i 10% for rock founded structures and 2 15% for soil founded structures.

Seismic anchor motions rust be considered in the analysis.

5.

The response spectra input for the piping analysis will be an enveloped spectra.

The staff will accept independent support motion as an alternative.

6.

Zero period acceleration effects must be inclujed in the analysis.

7.

The cor.bination of modes will be by the square root of the sum of the squares (SRSS) except closely spaced modes will be cortbined by the absolute sum method. The spatial combination will combine the maximum effect of one horizontal and the vertical motion by absolute sum.

8.

Closely spaced modes must be considered as stated in 7 above.

9.

The rigid range will be the greater of 20 H: or the first 30 modes.

In addition to the criteria stated above. TVA stated it would use tine history analysis for the piping that is consistent with the above criteria as an alternative to the response spectra analysis. The staff stated that it would perform an additional detailed review of the use of time history for piping analysis on a case-by-case basis prior to accepting its use.

The staff informed TVA that it interded to perform a specific audit of the newly generated response spectra at a future date.

TVA comitted to fomally provide a subnittal endorsing the above technical resolution to the NRC no later than October 14.19P8 The NRC staff agreed to perform a preliminary review this submittal prior to a planned early i

November 1988 Audit.
