Supt 1ARY - JULY 22, 1997 MEETING WITH TENNESSEE VALLEY AUTHORITY ON BROWNS FERRY POWER UPRATE AND 24 MONTH FUEL CYCLE' On July 22, 1997, representatives of the Tennessee Valley Authority (TVA) and the Nuclear Regulatory Commission (NRC) staff met in Rockville, Maryland. TVA requested this meeting to discuss its plans for submittal of license

. amendments supporting power uprate and 24 month fuel cycles for the Browns

' Ferry Nuclear Plant (BFN). A list of attendees is provided as Enclosure 1. A copy of. the TVA meeting handout is included in Enclosure 2.

TVA plans to submit proposed license amendments supporting increasing the rated power for the BFN reactors by 5% in October 1997. This power uprate is expected to be imple. Tented on BFN Unit 3 for Cycle 9 operation in October 1998. TVA is requesting NRC approval of this submittal within 9 months to i accommodate their. planned implementation schedule. The NRC staff indicated

its willingness to attempt to fulfill this schedule, but noted that other priorities, such as unanticipated safety issues, could take precedence over review of TVA's submittal. Therefore, the staff cannot commit to completing its review within the time specified by TVA. A similar situation applies to submittal and review of the 24 month fuel cycle, which is planned for implementation on SFN Unit 2 in April 1999.

TVA discussed its efforts to review recent power uprate amendments for other facilities. NRC staff personnel also provided feedback on areas where problems may be anticipated.
