The meeting was convened at 8 a.m. June 21, 1988 in Room 12-13-9 One White Flint North with the Tennessee Valley Authority (TVA).

The meeting roster is included as Enclosure 1; the agenda is Enclosure 2.

The purpose of this meeting was for TVA/BFN to provide certain Restart Test Program (RTP) test procedures and related data found necessary for NRC staff review of the BFN RTP, The staff was provided clarification of the preparation flow for test procedure generation. BFN provided a block diagram (Enclosure 3) which tarves to clarify the relationship of major aspects of the RTP, TVA explaiaed that Volume 3 of the Nuclear Performance Plan provides, in Section III 8, the foundation for the BFN Restart Test Program. Site Directors Standard Practice (SDSP) 12.1 and 12.2 (Enclosures 4 and 5) are TVA's guiding documents for the restart test program and system test specifications respectively. SDSP 12.1 and 12.2 are applied to the Baseline Test Requirement ,

Document which represents the source control document for most restart tests. )

The Restart Test Program encompasses tests of 47 Unit 2 plant systems (including parts of shared systems from units 1, and 3). In addition to the ,

Plant Assessment of Test Requirements for Fully Intergrated System Functional Testing." Also requesteo by the staff at the April 26, 1988 meeting was a list of previously run test data (sis, EMIS, etc.) which will be used by the restart test program in lieu of actual testing. This information was provided by TVA and is included as Enclosure 7. TVA was also requested to provide a general description of testing to be accomplished during integrated cold functional testing LOP /LOCA and remote shutdown drill. TVA provided the staff with two procedures in response to this; Special Test 88-16, Rev. 0, dated August 25,1987, "Diesel Generator A Emergency Load Acceptance Test," Enclosure 8 and Special Test 88-17, Rev. 0, dated December 10, 1987, "Diesel Generator B, Load Acceptance Test," Enclosure 9. TVA described the RTP organization as being essentially the same as described in the July 13, 1987 TVA letter concerning Refinement of the Restart Test Program (Gridley to NRC Document Control Desk, Accession No. 870721064). The only change is that the RTP Manager reports to the Plant Manager instead of directly to the BFN Site Director.

Enclosure 2 Agenda TVA/NRC Meeting June 21, 1988 RESTART TES'T PROGRAM

Purpose:

The purpose of the meeting is to provide the remaining clarification of items that are required for NRC to develop a safety evaluation report on BFNs restart testprogram(RTP). The items were requested by NRC in previous meetings and are detailed as follows:

- Provide a complete list of previously run tests that will be used in lieu of a restart test including justificatior, for their use and assurance that the tests incorporate changes to the plant configuration.

- Identify the total scope of testing that will not be performed by RTP that would normally be tested during the startup of a new plant.

- Review previously sent clarification of RTP and provide program summary for NRC reviewers.
