' cable separation issues. The meeting was requested by TVA.

The staff met witt TVA at their urging.

The meeting was attended by Special Projects senicr ranagement, as requesteo by TVA.

The cable populations and groups discussed are listed below:

Corcerning V /V Cables j y TVA has signel traced 443 of the 9E2 safety-related cables.

TVA has evaluated 228 cables for separation and identified 18 separation discrepancies.

Eight cables require physical separation.

18 discrepancies ioentified in their January 6, 1989 report were correctly icentified and represented 93% reliability and 95'4 confidence level. TVA contluded they had established an acceptable level of confidence in their data base and therefore no further review was required.

Du-ing the March 14, 1989 meeting to which the summary pertains, TVA stated their understanding as to the proper course of action if the V /V sampling produced discrepancies outside the acceptable limit.

That is,4TVkwould increase the scmple size to 100% of the population defined for the sample i# the discrepancies from the sample fall outside the acceptable liinit.

Concerning V, Cable Zero V cables were evaluated for separation prior to the February 16, 1989 meeting,.

TVA has a record of a sample of 155 cables, made for another purpose and focuseo on design significance: -80 ampacity, 75 Appendix R cables including LE3 essociated cables.

TVA-found two failures to meet separation requirements associated with the ampacity in this sample.

Based on the discussion during the March 7,1989 meeting, tne staff proposed the following methodology for V 3

. cable are TVA' agreed to consider the methodology at that time:

Determine the various population divisions which the total number (22,000) of V cables is amendable to; 3

Set a sample size for attainment of a 95-95 confidence level for nach i

populations-Establish acceptance criteria; Perform the sampling; If pass, the inference is, the sample is indicative of the related population; and If failure of any sampling, increase sample size to 100% of the populatico division.

TVA noted that short circuit currents which can be generated in this category are less than ampacity ratings of these cables, hence. TVA prcpased to do nothing further except for Appendix R cables which are estimated to tctal less than 100 cables. The staff suggested at the March 7, 19E9 meeting, that a worst case analysis be included.in the submittal to justify the basis.

Durirg the March 14, 1989 meeting the staff added the need to address external damage from jet impingement or missiles in the worst case ar.alysis.

TVA has yet to document their approach for the cable separation resolution-discussed in this and the previous meetings, s
