Date: 5/20/98 11:45am Subjects SAFETY CONCERN: Public Risk l

1 isk at p f recent events at t l rmont Nuclear Power Plant. Like s.nu synergistic effects of worst case jet pump riser failure, i open BMo'S with an time analysis on operators workarounds, degraded containment cooling -torus temp and inaccurate decay heat and power analysis, make a judgement on present safesty system analysis by looking at all the faulty safety system analysis- what t of safety analysis can be expected to be accurate by using the historical record. If you wanted to be accurate, you would use the BMo's that the utility wanted to ignore this shutdown, before the NRC's effort to get them to reduce them- this would give us the true level of risk the utility was willing to accept. Of course you could included all recent events and' system deficiencies that has effected risk, that I have failed to mentioned.

Now with this, using Vermont Yankee as the national standard; what is the new level of risk (CDF etc) which isn't published, that the NRC has set for the USA. Thanks mike mulligan l I)o wcT No: 50-23 l
