m NOTES FOR MEETING WITH DUKE POWER COMPANY ll E.l

_;l d

Statement of the Problem: The NRC's current data acquisition system is voice (

j only. Problems have been experienced in the areas of accuracy and timeliness N of data transmission, which if not corrected, could negatively impact the agency's ability to perform its role. Improvements are needed in the following

'i 1 areas:

4 7

  • Transmission accuracy of numerical values and units.

l- ,

Frequency and time-tagging of data updates.

f I

1 (,q

  • Improve data-flow-at the beginning of an event.

j t/

ri I

  • Lessening impact on control room staff due to data gathering. l

,}

n.3 l3 Statement of NRC's Concept for an Emergency Response Data System:

),

I}

W

  • NRC has identified a parameter list of recurring infonnation require-A R ments during emergencies.

U M

m

  • NRC's parameter list is not all inclusive and will likely necessitate

,1 b that certain incident specific data will be provided in addition.

s. v.s , pg .. v c

- w==:. a . .u =a a.-

  • NRC believes that there is fair overlap between this parameter list
n b and parameters contained in licensees electronic data systems (like a

1 SPDS).

NRC recognized that the parameter list information that is not 1

contained in the system would still need to be provided by ENS.

/j l

  • NRC believes that where such systems exist, providing the information

)

if electronically would not be difficult, but that there would be a il i

J software burden on the NRC to receive the diverse outputs.

H l1 Purpose of Exercise: Provide the NRC with an opportunity to gain some actual L]

,1 experience in receiving information from a site electronically.

a H

jh Objectives:

i.H) 1

!1

1. Develop an understanding of how to utilize an electronic data system.

.l o

i 2. Assess the continued reliance on the ENS and HPN.

ie

!4 N

d ls

3. Obtain some feel for the degree of complexity / difficulty in obtaining l

data electronically from a site that already has a data system (like aSPDS)inplace.

g d)

4. Obtain some idea of the costs involved in interfacing with a plant n

J.; that has such a system.
