I AUG 311987 ENCLOSURE 1 NOTICE OF VIOLATION l Florida Power Corporation Docket No. 50-302 l Crystal River Unit 3 License No. DPR-72 During the Nuclear Regulatory Commission (NRC) inspection conducted on July 10

- August 7, .1987, a violation of NRC requirements was identified. The violation involved a failure to establish Reactor Protection System setpoints in accordance with the Technical Specifications. In accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1986), the violation is listed below:

Technical Specification 2.2.1 requires that the Reactor Protection System (RPS) anticipatory reactor trip setpoints for loss of the main turbine and loss of both main feedwater pumps be set at greater than 45 psig for the main turbine control oil pressure and greater than 55 psig for the main feedwater pump control oil pressure respectively.

Contrary to the above, since January 21, 1987, the anticipatory reactor trip setpoints associated with the loss of the main turbine and loss of both main feedwater pumps were less than 45 psig for the main turbine control oil pressure and less than 55 psig for the main feedwater pump control oil pressure respectively.

This is a Severity Level IV Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Florida Power Corporation is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including:

(1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
