NRC INSPECTION REPORT N0. 50-302/87-19

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

T. Stetka on July 10 - August 7,1987.

The inspection included a review of

activities authorized for your Crystal River facility.

At the conclusion of

the inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Arert examined during the inspection are identified in the report.

Within

thet

areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities violated NRC

requirements and other activities appeared to deviate from a commitment to the

NRC.

The violation and deviation, with pertinent references and elements to be

included in your response, are described in the enclosed Notices.

The violations identified in paragraph 5.b.(8) of the report are additional

examples of a violation described in NRC Inspection Report 50-302/87-17 sent to

you with our letter dated August 5, 1987.

Since you have not had sufficient

time to respond to the previous report, these violations in this report will

not be cited.

We understand that you will respond to these additional examples

with your response to Violation 50-302/87-17-01.

Your attention is invited to an unresolved item identified in the inspection

report.

This matter will be pursued during future inspections.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.

The responses directed by this letter and the enclosurer are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
