ORDER In an opinion issued February 28, 1989, the United States Court of l Appeals fer the Third Circuit granted a petition for review filed by intervenor Thomas Martin, 9tho represents a group of inmates at the State Correctional Institution in Graterford, Pennsylvania. Martin v. NRC, No. 87-3190, slip op. at 77. In granting that petition, the Court ordered the agency to give additional consideration to an inmate contention questioning whether the radiological emergency response plan relating to the Graterford Institution complies with the standard of 10 C.F.R. 9 50.47(b)(15) that radiological response emergency training I

is provided to civilian personnel (e.g., bus and ambulance drivers) who i may be called upon to assist in the event of an emergency that would require evacuation of the Graterford prison. Id. at 69-71. I J
