Dear Chairman Zech:

Thank you for your prompt response to the letter you received from the San Diego Congressional delegation members in reference to the operation of Southern California Edison's (SCE)' San Onofre Unit 1. I appreciate the thorough attention that the Nuclear Regulatory Commission (NRC) has given this potentially serious matter.

Based on the findings of the licensee's evaluation and the subsequent staff review of this analysis, I would like to voice my-strong support of approval for the re-start of San onofre Unit 1.

Also, I agree that implementation of the monitoring program and subsequent mid-cycle inspections will ensure the safety of operation of Unit 1 until January 1991, when complete repairs will be conducted.

I understand that a request is pending before the NRC to reopen the public comment period relating to the restart. At this time, I do not believe that there is justifiable cause to reopen a public comment period. Any future delay in restart for Unit 1, other than an issue of genuine public safety, would be economically unwise for the community, the rate payers and SCE.

I would appreciate being kept informed of the progress of the NRC in relation to the restart of Unit 1. Thank you for your careful attention to this matter.
