U. S. Nuclear Regulatory Commission Attention: Document Control Desk Vashington, DC 20555 South Texas Project ElectFic' Generating Station Units 1 & 2 Docket Nos. STN 50-498 & STN 50-499 Revision 1 to Licensee Event Report 88-063 Regarding Failure to Install Vortex Breakers in the Containment Emergency Sumps On December 28, 1988, pursuant to 10CFR50.73, 10CFR21 and 10CFR50.55(e)

Houston Lighting & Power (HL&P) submited Licensee Event Report (88-063) regarding failure to install vortex breakers in the containment emergency sumps. Revision 1 is submitted to provide additional information obtained from analyses performed by two independent consultants. Based on the analysis, HL&P has concluded that the failure to install vortex breakers did not result in an unacceptable degradation of emergency core cooling capability. This event did not have any adverse impact on the health and safety of the public.
