The individual had previously identified these concerns to the GPC Quality Concerns Program and it is our understanding that GPC has documentation to support their review of the concerns.

We are coordinating with the Department of Labor regarding the individual's concerns about his termination.

Please note tnat the enclosures contain the identity of the alleger to aid you in your review. Although the alleger did not request confidentiality, the alleger's identity should be handled an a need-to-know basis.

his concerns at Vogtle he had earlier discussed withT He provided the following information:

ALGR has been an inspector for about 13 years. Vogtle is the fifth nuclear plant he has worked at. He has been at Vogtle for about 2 and 1/2 years. He estimated that his experience is divided by about 70% in concrete, 20% welding, and 10% soils inspections. ALGR was employed by Soils and Material Engineers of Atlanta at Vogtle. They were contracted by GPC to supplement the GPC inspections of soil, concrete, cadwelds, etc. .

ALGR feels that as a result of his bringing quality concerns to the GPC Ouality Concerns Program, a conspiracy was devel,oped to get him fired. He discribed the f ollowing concerns which he had provided to the GPC Duality Concerns Program. He said these concerns and the GPC followup should be well documented at Vogtle.

In about early August '1984, ALGR was told by two other QC inspectors about a bad construction joint. The two inspectors e told ALGR that they wanted to reject the joint and require a substance (l a t ent ) be removed from the joint to get a better bond. The QC Superintendent, [~

ALGR filed a quality concern regarding this matter with the GPC Quality Concerns Program. ALGR said GPC. investigated the matter including interviews of andi ._ and found no reason for the concern. ALGR said he was satisfied with the results of the GPC review. ALGR said _

They directed the contractor to take a wire brush and roughen up these 2 areas. ALGR said they didn't bother to l ool- at the other 7 are&E. ALGR said each area was about a square foot area which was slick which would prevent a good bond. ALGR said signed this pour off. this incident he lost his temper with ALGF

/ said that when during~ said the pour was going no matter what. ALGR told that he was going to wri te a deviation report on the pour. ALGR reported this incident to the GPC Quality Concerns Program.

ALGR said that after he filed the first quality concern, some of the other inspectors told him that was out to get his job.

Subsequent to filing the quality concerns ALGR said he had been intimidated, some of which has been subtle. He described one incident when he saw , the manager of GPC QC. A truck which looked similiar to a truck owned by ALGR's company was parked near a bacLfill area. called ALGR's supervisor and asked why ALGR had the truck down here in the way. ALGR also said

stared at him in an intimidating way.

ALGR explained that he has never liked working overtime.

Recently, he was assigned to work overtime at a pour at the cooling tcwer. He explained that he was assigned as the Level II inspector over the Level I inspectors for this pour. One of the Level I inspectors, wrote a memo to stating that ALGR had a bad attitude and had thrown some equipment around. ALGR denied doing this.

ALGR said he reported the harassment he had received to the GPC Ovality Concerns Program. On Thursday afternoon, 10/04/84, ALGR met with GPC to discuss this concern. He was told that they had not substantiated the concern. ALGR said they told him that there was no reason to fear for his job. He said he went back to hic office and was We provided ALGR the address for the Department of Labor. GPC advised that they had looked into the con-cern and found no problems with the concem. On 09-11-84, the individual was called into the GPC Quality Concern office and the results of the findings were explained to him. He then stated that he had another concern and that he felt he was being.retalic ated against because of the fact that he was bringing concerns to GPC. On 09-26-84, the individual went back to his office and found a nemo which had been written by another inspector which reflected that the individual had a bad attitude and related the incident with the air meter bucket. When the individual found this letter he com=

plained that he was being " railroaded" because of reporting concems. The individual was subsequently)teminated Engineering, Inc .
